After examination according to Rule 8, the office may issue a license in accordance with schedule-3 to allow the applicant to use the quality proof-mark in the related substance or process after taking the fee prescribed by the council and the substance or the quality proof-mark which is not practical to use. In the case of process or service, the council may issue a certificate of quality in the prescribed format.
